Retired LEO, 41 years. At some point when doing security a decision is made as to just how much area will be secured. At what point does interfering with the public's day to day activities, like parking, become greater than the person or area to be secured. In this case there is a chain link fence with a lot of bushes obscuring the golf course, a right of way then the street with on street parking. That fence was a good boundary. This guy was a good ways off from Trump, he was spotted and fired on. He never had the opportunity to shoot at Trump.
