You're absolutely right, they have been funding since 2018. In 2017, Hamas denied the funds after the decision by the Palestinian Authority. Then in 2018, the Israeli Government approved the funds - Netanyahu later defended his action to transfer millions to Gaza saying it was to avoid "humanitarian collapse" in Gaza. Something the Israeli's have been working toward since the prime minister Ben-Gurion. Many countries are responsible for establishing the splinter cells they fight against, it's literally creating a boogey man. Simple stuff but fools the masses all the time.
