With exams you remember a certain amount of information that is going to be sufficient to pass. Passing an exam gives you a qualification which basically says "Here is what i've successfully studied". Unless you actively use the information which you learned for your exam, naturally over time you are going to forget it. For example, if you study history and an essay question in your exam was to argue for the causes of the First World War. Then you get a job as a teacher or professor of Classical History, over time you are going to forget most of what you have learned about WWI for your exam, because you are not using that knowledge. Most of what we learn at school and university is "junk knowledge" which most likely you wont use in your career. Do you really think your GP remembers all the detailed information they learned about the human brain in med school ? Probably not, they are not neurosurgeons.

This is normal to not remember everything after university. The problem is that this nominee was nominated to be a judge. And the Congressman asked him questions about things that he should know as a judge. If he did not have to use this knowledge, then his experience is not appropriate for this position. I don't think that we should doubt about how he got his degree, but we should doubt that he has the experience to be a judge.
