There are very specific definition to the terms you are using. The FAA requires a report, the FAA determines the extent of the accident investigation. The investigation is to determine the cause of the accident. The airworthiness of the aircraft is determined by inspection by certified personnel (mechanics, nondestructive testing etc.) this inspection is required for airworthiness and is not performed by the FAA. The role of the FAA is not to fix airplanes; they ensure others are.

This could be something as simple as investing in a new building or rehabbing an old hotel. For other industries, for example, it might be a new warehouse, or a new factory or factory equipment, eating up a lot of on-hand cash or credit, over and above sales. Or maybe he hired a bunch of people and their training and experience has not yet permitted them to provide a return on Trump's investment in them. Companies losing money says absolutely nothing at all about the condition of the company. It certainly could be poor management but there are many very good reasons, beneficial reasons to the company, or to its employees, or to its community, also for the books to show a loss for the year.. Trump's businesses were high-risk and investors knew the risks when they invested. The buildings were completed, management changed hands, as is often the case in Chapter 11, but there was a lot of money made in those deals, before, during, and after the construction dust was settled. The New Jersey and New York skylines were improved because Donald Trump was there.
