Tariffs tax YOU, when you try to import you pay more, as a company or individual, and that money goes to the state, it is a tax on YOU not on foreign companies. How does oil and gas provide jobs for Americans compared to manufactured goods?

exploration, extraction and production, shipping, maintenance of the infrastructure, working refineries etc. and a portion of those are manufactured goods if they've been through a refinery.
