For those who've seen Vinland Saga, Prince Canute talks about how he originally didn't talk because his words have political power and influence and one wrong word and he could start a war. Well, Link is the same way. In a canon short story in between BOTW and TOTK he mentions to Zelda how he doesn't speak because he's the hero of Hyrule. His purpose is to serve the people, he doesn't speak because although he has the right his words have more meaning.
