When it goes down from high mode, it stabilizes at how many lumens?

I don't have the possibility to measure lumens. However, please check the link below where you will find a chart and some discussion about the drop in lumens. budgetlightforum.com/comment/1816754#comment-1816754 According to Funtastic [Piercing the Darkness] measurements, from High (~295lumens) it went down to ~130lumens. If starting on Medium mode, then the things are different. Please check the chart ;) I hope it helps!

Yup, yes it does. The flashlight can be used while charging. Thanks for asking because I forgot to mention on the reviews 🤦🏻‍♂️
