Of course this goes for many non-European, usually pre-colonial cultures, but even in Germany it is legal for women to be shirtless at public pools. And honestly, I find both to be perfectly acceptable. Ideally, nobody would care what anyone else does or doesn’t wear, and it would be left up to the individual and what they prefer. Edit: oh and I just remembered, while nakedness is far more commonly risque, I don’t think any clueless child too young to be indoctrinated into Islamophobia would find a niqabi woman scary. It just doesn’t seem realistic to me at all.
