We don't use or support the command station you are referencing, but as long as you can access the CVs we mention you should be able to do it. For more assistance with how to use your command station you will need to contact its manufacturer.

Hi, how do I write CV 1.259 in NCE power cab,? I mean the "point" it seems only accept complete numbers, not decimal

How can I setup my front and rear headlights to be non directional and separately controlled?

First, re-map the lights to different F# keys. I leave headlight on F0 and set my backup light as F28. Then in CV 57 and CV 58, enable both lights in both directions, and you’ll then have non-directional headlight on F0 and back light on F28. You can choose a different F# key if you’d like, this is just how I do it. (Video coming soon..)

From SoundTraxx in an e-mail they said "Set CV 55 to 201 and CV 56 to 233. This is what creates the alternate flashing." Does not work. I have an SD90MAC-H Phase II EMD #90. Athearn has never returned any of the several e-mails I sent in the last month. I had other questions for them besides this. What terrible customer service!

Athearn locos do not have the same defaults as these decoders do from the factory. Basically, Athearn changes up the settings. So it will take some work to correct that to allow what SoundTraxx said to apply to the decoder you have.
