Democratic infers a concept that has the properties of a Democracy, but is not a Democracy. One then has to ask what constitutes a Democracy. E.g. The US is rule by elected representatives and is more like the Roman Republic than the Democracy the Athenians invented and named. In a Democracy, there is a body called the Demos (instead of a King, or president, or oligharchs or theocrat), and this Demos is what issues decrees, etc (rules the state, and possess authority to rule). Some representative governments can be argued to be Democratic, in that elected representatives are expected to strictly follow mandates, instead of the Representative expected/allowed to use their own discretion. The US, is not even Democratic in that vague sense, since the precedent is for US representatives to use their own discretion when ruling.
