This is the story of one of three large loads to be delivered into the Hirwaun Industrial Estate over the coming weeks.
Despite month of planning, the load got to within a mile of its destination, only to be scuppered by a footbridge that was 6 inches to low for it to pass under.
We follow the events of that evening, and the following weeks, as an alternative is sought to get the huge turbine to its final resting place. If no other route can be found, it'll be hundreds of miles of detour to get it there.
Let's see what happened.

Indeed, we're too reliant on other countries for our infrastructure, as borne out by the recent cost of living crisis, something not of our own doing, but due to outside forces.

​@@tomrogers9467 Not true: the main manufacturers Parsons ended up in the hands of Rolls Royce, and when the privatisation of the C.E.G.B. happened in the 90's and the progression from the 660mw to 900mw turbines - towards the 1250mw fleet was stopped the order book fell empty, and the R&D stopped. That allowed the US / Japanese / French and German companies to carry on R&D and bring to market the next generation (air cooled stator cores at 660mw). Rolls sold the Steam Turbine business to Siemens who moved the work to Hungary and Germany. Shields Road, is now a car park and shopping precinct, helping ever further deepen our balance of payments problems with China. As for GEC: the merger with Alstom went well. Except it wasn't a merger, in a few short years the same gap in orders, the work moved to France from Trafford Park. The failure starts with privatisation of the C.E.G.B., and for that look a the EU directives about the electric market and opening it up to competition.

@@TechKnowGarageServicesUK I would venture that if we'd kept some of the 2000mw coal fired stations on standby we could have kept prices down. We're loosing jobs because of green levies that the rest of the World either doesn't bother with, or circumvents. PS Great video.

@@tomrogers9467I think that it was more the greed of the directors, selling out their companies to foreign owners- Cadbury, ICI, C.A. Parsons, British Steel, British Oxygen, GEC, plus the Government selling off successful industries to foreign owners, CEGB, BREL, British Rail, etc. The transfer of the work, and all the technical patents to otherwise underused factories abroad has screwed our economy, with constant threat of factory closures here unless government "grants" are forthcoming.

I would have thought that they would lower the suspension and the tyres on the trailer too go through. When my dad was driving for Wynns of Newport they used too let the air out of the tyres to get under bridges. This is also very bad planning on the haulers part.

I guess they might have thought of that. The suspension was bottomed out and they had lowered the tyre pressures to the lowest they are allowed, but there wasn't another six inches of tyre to let the air out of!

little lesson in physics, steel on steel is a low friction interaction, big heavy bit of kit slides and rolls over, steel to wood is a low friction interaction but the wood needs to be thick due to the mass of the bi bit of kit@@TeezerDriz

I can only assume they measured that bridge when the tide was out 😅 The fourth option would be to put rails into (or onto) the roadway and swap the road wheels on the SPMTs for (small) railroad wheels. Option five would be to lift the load off the trailer and skid it under the bridge.

Excellent cock-up story. Reminds me of a shipment my business made recently (14m x 4m - but much lighter!). We had to send a large storage tank to a location in Norway recently, the location was then changed by the customer to a more remote town. This made the tank too big for their road tunnels - so had to be delivered by boat at an eye-watering cost. Logistics was interesting, having to negotiate with the coast guard amongst other bodies. I have to say that they just got on with it though, no fuss.

Right said Fred, time to take the roof off, that there bridge is gonna have to go. Mind you, in that area, they'd have had no difficulty running it through a mine! Most likely someone resurfaced the road.

We believe the road had been resurfaced many times and the highways people got the subsequent heights wrong, a bloody expensive mistake.

At that point, they have three options: (1) deflate the tires enough to get the clearance, (2) jack up the bridge somehow, (3) dig out enough of the road to get the clearance And who decided to take the word of anybody when determining clearances. You get a vehicle with a tall pole and whip antenna and you drive the whole route. Assumptions bite you in the ass.

@@TechKnowGarageServicesUK An LGV friend once told me about a driver who hit a bridge with his trailer and was going to be prosecuted even though he could prove that the vehicle would have gone under it. In the end they used a measuring pole to determine the height and it transpired that the road had been resurfaced a few times over the years and the bridge height signs had not been altered to take it into account.

​@@user-do8ul2zi4v They will have measured everything - but most likely months in advance as these load moves are planned months in advance. If the local authority has resurfaced the road since and hasn't got the height correct (which happens) it's hardly the haulier fault.

​@@kevinmothers904We had a similar situation at one of the forklift companies I've worked at. Our lorry driver hit a bridge local to the depot - top of the forklifts mast hit the crown of the bridge. Exactly the same scenario - he was just under the posted bridge height but the road had been resurfaced which had shortened the gap by about 4 inches.

Hi there, when I spoke to you boys on the night it was thought it was about 8 inches too high, so I was being a bit kind to Alleleys by stating it was about 6 inches too high, when we went around the other side it became apparent that it was way more than that too tall. Thanks for looking at the video.

The Police car is made in Sweden, front tractor unit and turbine made in Germany, both countries I have great respect for and enjoy visiting. Wouldn't it be nice though if at least one of the newer main players here was made in the UK? Great video btw and nice to see the 1990's Leyland DAF pushing at the rear. At least DAF do still build trucks in the UK (I think)

My first experience of abnormal load movements was over 50 years ago, and about 30 years ago one of my jobs included authorising abnormal load movements, so I find this video quite baffling, and cannot understand how they got it so wrong. I used to have bad dreams about eventualities like this involving loads that I had authorised, but it never happened in reality. I know that procedures for authorising abnormal load movements have changed significantly since I was involved, but I thought the new system was more efficient, and more rigorous. My memory of loads of similar size is that a project team involving all interested parties would have been assembled at least 3 months prior to the move, and the planning would have involved measuring every junction, every bend in the road, and every obstacle, so that local authorities and utilities could make necessary adjustments to allow the load to pass safely, or find another more suitable route. All height, width, and weight limits would be allowed for, 'street furniture' would have been moved, steel plates laid over weak sections of the highway, parking restrictions enforced, and all other necessary adjustments along the route. The planned route would have to be approved by multiple agencies, all of whom had their own responsibility for the safety of the move, and all of whom should have been able suggest changes. How could so many people have got it so wrong? And where was the spare tractor? They usually stay close to the load in case they're needed. It's not as if Allelys are novices in heavy haulage; as far as I'm aware, they've been doing it efficiently for a long time, and I'm sure I remember abnormal loads going through Hirwaun years ago. The video was entertaining to watch for a nerd like me, but I'm glad I wasn't involved.

I have to agree with the other viewers who mentioned that the wood cribbing under the load may not have been factored in while calculating the height. They should have taken final measurements prior to departing, but i guess mistakes do happen.A steel plate to set the load on would have saved a lot of head room.

It may have been the cause of the issue, or the calculations were just wrong and the wooden platform was necessary for the protection of the cargo.

As a designer of large items for the steel industry it was important to consider how the product was to made and delivered and any restrictions on the way. We had a set of roll housings from Sheffield to Port Talbot that had to go a route 50% longer then the direct router due to weak bridges.

This had to come a round about route, due to sections of the A465 near Neath that were too weak to support the 380 tons all up load.

If I had to make a guess , the problem will be caused by the timber that the load stands on , I suspect it wasn't included in the calculations

I noticed that too, it looked suspiciously like 6 to 8 inches! Trailer + load fits, add some wood and it's a big oops. So seem like sleepers are 250x150, if that's their source of bulk timber!

Bit of a red faced moment for allelys but this shows them at there best. It became clear there was a problem and it was not going to work they stopped work didn’t make any silly moves like trying to let down 200 tyres or moving the the load on the trailer.They stopped came up with a working plan and delivered the load undamaged without damaging their own equipment.I think that’s worth more to the customer to have there cargo a little late and intact than face the costs and delays of there cargo being damaged by a bridge . So a hard decision to be made delaying the delivery but they made the correct one .

Indeed true, although I heard that the shippers were trying to pass the increased delivery cost to Drax, the power station operators. I'm sure they will have come to an amicable arrangement to prevent there being handbags at dawn.

I wasn't there to judge or be an armchair expert, I just wanted to get some video of it coming through, we're a little village in Wales that nothing much exciting happens in, so when this was more than just a simple job, it made it interesting, hence many from the village turned out for the daytime show when the first attempt had failed.

Plain and simple total incompetence of the route planners. Likely someone whom Never goes out of an office or for that matter their bedroom (Working from home person). For this type of extreme high load, during the planning stage, you get in a vehicle and drive the route yourself. I am trying to locate some old pics of a road vehicle that had an spring loaded (hyd retractable trailing boom) that could be fitted with a wide template of the top shape of the over height load. When they vehicle came to an fixed obstacle that boom was raised and vehicle driven along planned center line of the OD load trailer. This then recorded height to surface of potential obstruction (fixed bridge etc) along with photographic info) 99% NO excuse these days for not getting route planning of major OD load correct. Oh sorry I forgot, take 20% of that for Companies Bean Counters worrying about 50 quid for a few sandwiches and 100L of fuel wasted driving the planned route in the Companies BMW. Take a further 30% of for HR incompetence

I was hoping that with things like Airlander blimp-type air transport this sort of thing would become a thing of the past, but that has a lift capacity of only 10t. The US has the advantage of wide gauge railways, but we're stuck with the roads!

Baglan bay being demolished was a disgrace, it got absolutely wrecked by looters and arsonists after security left. Complete waste of a power station, and worse was that it was still connected to the grid. The amount of work going on to connect this power station to the grid is considerable, yet Baglan was sold for pennies and the demolition crew are making a packet.

@@lurch1005 I was taking the mickey mate. I `ve balanced a few turbo`s at work so know what a pain they are. They forge titanium aircraft engines shafts next to where I work. Feels like a Dinosaur is walking past where the forge hits.

How difficult can it be put in two temporary supports then cut away part of the lower bridging structure, to replace it later? Lifting a small bridge per-se isn't that difficult, either.

Interesting truck setup. Looks more compact and maneuverable than ones I see in USA. I wonder if the transporter is the self-propelled type or if the hydraulics only run the suspension and steering.

Hydraulics only for the steering and suspension of the trailer, the trucks are the only propulsion source.

The option to take down the bridge! Really not thinking outside the box... You lift the bridge and shim it until the desired clearance is made then after, remove the shims. The type of bridge that was is just resting on large rubber dampers which have to be replaced every 10 years or so, this means hydraulic lifting jacks could have been used to lift the bridge for shims to be inserted.

That was one possibility, but they found that services were quite shallow below the surface, so that option wasn't available.

If its not an inconvenience, could you please go back to that bridge in daylight and film the area so we can get an understanding what ground surface approaches both sides look like, principally in regard to the Highest point in the Bridge, seen to left of load . I really would like to get detail of what "temp works" could have been done to access that higher area under bridge as part of the Route planning I would be really interested to know also if the design drawings of that bridge are accessible? Also what are both sides of the bridge beam sitting on? Many sit on a "bearing surface" to allow for minor ground movements. I have seen such beams "hydraulically jacked up" to replace these "bearing materials"; so I do wonder if that point was addressed as an option ? Oh sorry my error.. route planner and convey head have broken "joy sticks" and cannot work out such possible options.😢

Yeah, I'll try to grab a picture, it definitely higher at the middle, as it was due to be widened to a dual carriageway eventually, but that has now moved further away from the village, so this single carriageway only goes under one side of the bridge. They would have had to remove the entire verge to get under the central part.

Maybe the problem with calculating the height is that is not siting directly upon the deck, there are two sections to the low loader so it requires the spreaders thats where the six inches has gone ?.

@@TechKnowGarageServicesUK They mention that the load was transferred between trucks. I suspect they had measured with the assumption of particular truck doing the run, but changed the plan to another rig for some reason. I usually see stuff like this on lowboys, but that would mean a longer rig.

Bad mistake that, they should have known the minute that load was on that it wouldn't fit under that bridge, unless the road was resurfaced after they surveyed the route???

I'm told they worked off highways height measurements and plainly they were badly wrong, the bridge at that point is lower than it is in the middle, but as there is a verge under the middle of the bridge, they couldn't use the full height, so they were in trouble.

So i would presume they need a planer to come out with a few 8 leg tippers and cut 4 inches from the road surface to lower it, drive under, and then have a resurfacing team put down the new top and undercoat to the correct level that would maintain the original bridge height specified. But who pays for that is the 64,000 dollar question?

Firstly there wouldn't be six inches of air in the tyres, secondly, why didn't they think of that, they only ship billions of pounds worth of gear all around the country all of the time with millions of pounds worth of equipment.

At 280 tons, the crane would have been taller than the turbine and also not got under the bridge. The road probably wouldn't take the combined weight either.

They shouldn't of needed the guy in the cradle for checking the bridge. The movers should've known the exact height of the load and also been carrying the measuring stick to accurately measure the gap. I deal a lot with a company called Metcalfe Farms who haul stuff for the MoD, and they check the height of every vehicle after loading.

It does cost a lot of money, but keeps the language alive. However, we have recently found the temporary signs on the M$ are only being displayed in Welsh, which is wrong, as many more only speak English than only speak Welsh.

Yep, I drove an XF95 back in the 1990's for Allely's, but only a 6×4 rated at 75tonne (manual gearbox obvs); good to see some are still knocking about - I've seen a pic of a K-reg (1991-92) DAF XF95 low-roof cab 6×4 in fab nick on their Google Maps page recently.

Who was the idiot walking backwards! in between the lead truck and trailer (high Viz and hard hat)..... Did he just assume that they would stop the truck to give him time to roll out of the way if he tripped? (backwards at 4mph) - I've seen some site stupidity.... but he takes the win.
