How can we smoothly change the rotation value from 0 to 1 and then back to zero while continuing to rotate at the same rate?

i mean last part of rotation you say that

If you mean a continuous rotation, then duplicate the layer in that case "element". On a first element layer, at the beginning click on rotation stop watch icon and leave rotation at 0, then scroll to the end and let's say bump up rotation till +180. Then select your another element layer and at the beginning of it, create new rotation keyframe, click on stop watch and change value to -180 (it should be negative to make continuous rotation) then go to the end and change rotation back to 0. Hope I got your right
