Spencer hasn't watched drag makeup videos and it shows by the way he glued down his eyebrows. It's one thick coat put on all at once by applying in a circular motion on each brow for about 30 seconds to 2 minutes. Then you brush them so the hairs are all going in one direction while the glue is still wet. You apply powder, then foundation, and you do the rest of your makeup as usual.
