I have heard a rumor that weed fabric only works (how it supposed to work) in arid environments.

In my experience that is not the case, we get a ton of rain. I think it depends on the type of weed fabric you use. Also what you are putting on top of it. Like when using mulch or wood chips those would be really bad to put on top of weed fabric because they turn into soil eventually. I am also using a commercial grade weed fabric, I have found the really thin stuff at walmart does not hold up well at all.
