If you want to save even more- there might be takeout places near the hotel. since you wont have a car you can get uber eats or doordash. I will sometimes just go to the suoermarked for the prepared food.

Yes, if you have Amex Uber eats credits with the Gold or Platinum card, that's a great time to use it as well!

Does linking your credit card to BILT for dining count as a dining rewards program? My card is already linked to IHG dining rewards program, so I was curious if that would take over.

If you link it to BILT, it will likely unlink from IHG (most of the dining programs use the same network)

What do you do if you have checked in luggage during positioning flights? What if you are using various airlines?

you'll need to collect your luggage and then check it in with the new airline. It can definitely be a bit of a hassle. I try to travel with just carry on except for maybe the last flight home where the bag is being sent to my home airport. I'll also more likely splurge (points + money) for a flight that goes directly into LAS for return flights rather than outbound because I'm just tired by the end of a trip.

That's a good money-saver too. This video was supposed to be moreso, "if you want to go to a restaurant, here's how to save money on it" since by the same logic we could say, "if you want to save money on accommodations in LA, check out couchsurfing.com. Don't stay in a hotel"
