To get a PhD, one has to get his project report or thesis accepted, usually by a professor or a panel of professors. Here, the H.O.D. didn't threaten to burn the report (which was more like a gesture), but rather reject it. Which probably means at least 1 more year before he is up for review again(or more PhDs may take a long time). Hence, the horror on his face was justified!
