Literally, the munitorum admin is saying what they brought wasn't needed and ordered the clerk to destroy the tithe since there was no room for it. The mission and the lives lost,sacrificed,and abandoned for them to complete were all for nothing. Also, they aren't allowed to question and/or complain,lest they be executed or worse. The admin silencing before she spoke most likely saved her life, for what it's worth in WH40K.

The whole mission was useless. They gathered all the remaining ammunition for the tithe and brought it back only for the clerks to basically say, "We have no more room destroy the ammunition." Now the soldiers with nothing but their knives are going to get slaughtered by the orks. This whole pick and deliver mission was literally a waste of everything. Time, men, resources, ammunition, etc. This mission didn't help anyone at all.
