​@@grahamhill676 Police can only lawfully detain outwith an arrest in three specific circumstances. When carrying out a stop and search, when a property is being searched, and breach of the peace. In all other cases, the person is under no legal obligation to stay. Handcuffs may be used in these circumstances, but they can't use the excuse of "for your safety and mine", they need objective reasons such as a violent drunk and not a relatively compliant individual. Also cuffed to the front must be used as much as possible unless the individual is a violent drunk or such like. Yes, the police can use force to keep you and detain you, but they should be doing so with the aim to arrest, not to question and investigate. They also need objective reasons for it. The police can potentially be sued for unlawful detainment, trespass to the person, trespass to the property if they don't do things properly. But most people don't know this so the police get away with it. The legal way to detain is make an arrest with the caution, get the info they want (though there is no legal obligation to answer nor to help them in any way, see Rice v Connolly) then continue with the arrest or immediately de-arrest, possibly arranging a voluntary interview if necessary. Police generally don't do this because it means tons of paperwork for every arrest, but detainment needs no forms. Unless force is used. Police will also use an arrest for retaliation under the excuse of necessity to get details or evidence or to stop the continuation of a crime. When in the majority of cases, there is no such necessity.

It should be made a statutory offence not to show it to any member of public who asks to see it, when reported with footage to prove it should mean at least a days suspension with no pay. Only way for them to learn is to hit their pocket. A second offence at least a week and if a third make it a dismissal as they have not learned from it. It is getting beyond a joke for PCSOs not having them in their person or willing to show them upon request.
