My Kawasaki fuel cap has a vent hole, and uses a dished breather seal on the inside. If the hole gets blocked it will not allow air in to the tank to replace the displaced fuel. Basically, the breather hole is there to stop the pressure becoming too high which can cause the engine to run richer. If the pressure is too low ( eg: damaged seal ) this can lead to fuel starvation problems

The tank has to vent to atmosphere!
