Carla considered changing her job. Mam, I think that sentence is gerund phrasal verb, am I wright mam?

Mam, now I cleared when attending your phrase class .But when I did grammar test by online, it only gave the correct answer in gerund phrase, but it incorrect the infinitive phrase, as I mentioned in above sentence, can u explain me? why gerund form only correct in that sentence.

@@KalaiSelvi-rg6df Consider can be followed by either a gerund or pronoun + to-infinitive but with different meanings: Carla considered changing her job is correct. Because, certain verbs like consider, imagine should be followed by a gerund phrase. We can use consider+pronoun+ to+infinitive but in a different meaning. I'll post a video on this topic
