That's how nemesis was supposed to be. The remakes fucked up but not going all in on the remake. First off you only see nemesis in his bipedal form for like 45 min of gameplay and it's all scripted. When nemesis popped up it was a randomizer could have been outside or could have been busting threw the window at the RPD. It all depended on what choice you made. Re3 was the best resident evil to me. But unfortunately all the fans of resident evil that came around during the remake will never know how great the nemesis really was. He was what mr X is but on steroids because he's fast, he has weapons, he won't die. If you liked remake 2 go and play the original remake in the spencer mansion you'll see why people were so hyped and disappointed in remake 3

Actually according to lore the parasite that is in the Nemesis (the tentacles) are the ones in control of the entire body also it cut off the brain so nemesis brain has no use (well it still use with the parasites making it more smarter but it's cut off to the body until the parasite takes full control of the body is when it is useless) making the nemesis a parasite puppet during the transformation due to massive amount of damage and trying to heal nemesis wounds it decides to take a more aggressive approach to the enemy instead of slow movement so nemesis becomes an animal like dude so nemesis is still smart well the parasite but is now just very aggressive

The lore on Nemesis shows that he's a modified tyrant clone infected with the (I may totally have the name wrong bear with me here) Nemesis Alpha parasite. The parasite is able to cause more rapid mutation & give the tyrant more intelligence while being controlled. The only in lore downside that was brought up is the parasite is more likely to go rouge and not be controllable as they are not as predictable as viruses (I think the guy that said this was Nathaniel Bard) The worst part is Nemesis wasn't just 1 he had more of him in the NEST facility waiting to be pre activated as this was a project on making tyrants better in general (showed to us in RE 3) we just never got to see more thanks to Raccoon City getting Microwaved. But who knows? Umbrella Europe has the files and data for the Nemesis Project and maybe could make another in a future game. That would be cool.

They’re literally the same thing except Nem has armor + power buffs. The parasite also has a mutation threshold, much like a standard T-103 does with its own Ɛ-strain T-virus. Cognitively they are basically the same. The T-103s maintain Umbrella’s bidding under the control of a small wireless device plugged into their skulls, their mission objectives can be dynamic, and updated on the fly. The Nemesis does the exact same thing, but instead uses a 100% synthetically grown parasite that was created specifically for the purpose of serving as an organic Microchip, it maintained Nemesis’s mission parameters and its loyalty to the Umbrella Corporation. It has a static set of mission objectives and will not deviate or receive update until it has been completed.
