They were forced, even when they knew they couldn't care for a child at that point in their lives. Their choice was taken away. There are already 500,000 children waiting for adoption, that one one wants. Adoption sounds nice, but not that many families want to adopt. The first year or two will cover all those families that have been waiting, many for years, but after that most the babies will end up being raised in a Government Facility. Unloved. God know how well they would be treated.
