There is no rule that any strike has to be proportionate. It has often been theorized that this extends armed conflicts, because the opposing side interprets the reluctance of one side to use it’s full firepower as a sign of weakness, thus inviting further attacks.

Strawman quotes are lame. Trump pulled us out of the Iran Nuclear deal and sanctioned Iran which lead to Iran funding attacks on the US, which the US is retaliating against in this video... Trump also withheld military funds from Ukraine (Zelensky call, remember?) Trump was expected to potentially cause war from carelessness. Biden is not viewed as a dove, so his perfunctory use of war is sadly unsurprising.
