Sounds like a termination letter. The letter usually requires an applicant to inform the State Department if he/she intends to pursue the visa application. There are boxes to be checked if the applicant is still interested or not. The letter must be returned usually online to email address stated in the letter. If the applicant does not reply within a year, then another letter is issued this time informing the applicant that due to failure to respond, the visa petition, and documents have been destroyed. Essentially, back to square one.
