Luigi is definitely the top of mid tier or bottom of high tier, solid tournament viable character, but man, I feel like for the number of good matchups he has he also has probably 3 or 4 of the hardest matchups in the game. ZSS & Samus are such incredibly bad matchups that truly reveal that Luigi’s neutral isn’t top tier & if he didn’t have big combos he’d be a bottom 10 character. Kind of feel like if Luugi swapped to Steve or Kazuya or even Terry his results would put him in top 5 player arguments. Steve & Kaz just better Luigi.

Every time he had the opportunity to do the grab combo he just couldn’t make it happen and the one time he got it he used a less lethal version or something that didn’t get the damage to kill. Gotta get that combo right.
