She knew exactly what she had to do. There is a time limit for weigh ins and if your over weight you lose 20% of your fight purse. Other fighters both male and female have had to do this in the other fights to be within the weight class and like Meisha have succeeded within seconds of the time limit surpassing. It is a shame that they had people who had the simple job of keeping her covered which they clearly did not succeed.

It's not redundant and uneccessary, it's actually extremely necessary because of you don't do it, you can be sure your opponent will be 10-20lbs heavier than you. Every fighter will do everything they can for that one up over their opponent, look at McGregor in the featherweight division. He's already taller than most in the division but he's not skinny... He cuts a huge amount but keeps his mass on fight night which provides a huge advantage in retaining strength while having height and reach at that weight class.

The official allowed weigh-in timeframe was between 8am and 10am. Miesha didn't walk in until literally 10am on the dot. Had she been a few minutes late, the title fight between her Amanda Nunes (which was also the main event for UFC 200) would've been called off. With the new rules, there's no extra hour to make weight and no second chances. If a fighter steps on the scales and they're over the limit, that's it. There's also the fact that Miesha clearly struggled to make the weight, as she generally doesn't need the towel during weigh-ins. You can hear how relieved her coach is when she finally makes the weight. Very tense moment for literally everybody in that room.
