There is no one else in the division at the current moment to take the fight. Charles , arman, Justin were somewhat the contenders and than you have Dustin who schedule fits in yeah he is not deserving of it but he is top5 for sure. Max is going back down to feather weight and fighting Ila. It only makes sense to make this happen or give him Leon Edwards at 170 , he is calling for it. What are you talking about? Islam didn't choose his opponent, the UFC did. They offered Arman the Islam fight and he declined because of the turnaround time, so they gave it to Dustin. Doesn't matter, Islam wants that WW gold, he will finish Dustin in June and finish Arman in October/November and will fight for WW gold next year in Feb or March.
