Guns are heavily restricted in the U.K. but contrary to what many people believe including many brits - owning a firearm is not illegal.
On average, Britain has 6.5 guns per 100 people, compared to the USA, which has 101 guns per 100 people, according to the Small Arms Survey. Unlike the Americans with the 2nd amendment Gun ownership in the U.K. is a privilege, not a right. Whether or not this is the right approach is not up for debate in this video but feel free to discuss it at length in the comments section.
Firearms control in the U.K. is among the toughest in the world, and firearms offenses continue to make up less than 0.2 percent of recorded crime.
As you would expect with such low gun ownership, gun related death are incredibly rare. According to the Geneva declaration of Armed violence and development, it stands at 1 death per million people per year. The UK population is around 56 million people and only adds up to about 50-60 gun homicides annually.
The rules around gun ownership can vary depending on where you are in the UK particularly in Northern Ireland where due to the Good Friday agreement the laws are much less restrictive and over 5% of the population own a firearm though these gun owners are not permitted to transport their weapons to mainland Britain.
So who in general can obtain a firearm?
To possess or purchase a firearm an individual must be assessed as not posing a threat to public safety by the police, who act as the licensing authority. In addition, the individual must have good reason to own a firearm and be able to demonstrate to the licensing authority that they require their firearm for work, sport or leisure on a regular, legitimate basis such as being a member of a target-shooting club. The reason the police are the licensing authority is that they possess local information that helps inform their judgment and discretion over what constitutes a good reason is often left up to chief officers.
To obtain a firearm in the UK a person must undergo a strict vetting procedure which includes interviews, visits to the person’s property, criminal records checks and references from friends. In addition, the applicant’s GP may be contacted.
Once a firearm license is issued and paid for the licensed individual must store their guns securely to avoid access by any unlicensed person.
What firearms are licensed?
Unless declared 'specially dangerous by the firearms (dangerous air weapons rules) 1969 Low powered air weapons are generally not licensed In England and Wales.
It is often said that Handguns are outright banned which is not strictly true. An individual may own long-barrelled revolvers and long-barrelled pistols which are defined with a barrel at least 30cm in length and the firearm is at least 60cm long Long-barrelled single-shot firearms of any caliber, and semi-automatic pistols of .22 rimfire calibers, are permitted with Firearms certificate. Those that fall below measurements and do not meet these criteria would be considered a “pistol” in UK law and are effectively banned with the exception of muzzle-loading pistols-including muzzle-loading revolvers which are permitted as long as they meet the criteria set forth in the regulations. All other pistols are prohibited in Great Britain.
Shotguns are legal as long as they can't hold more than three shotgun shells - including the one in the chamber if it's a pump-action or semiautomatic shotgun are allowed on a shotgun certificate, however, Shotguns with a detachable magazine or larger fixed magazine are permitted on a Section 1 Firearm Certificate.
Rifles are also permitted - these are defined by UK law as a rifled firearm with a barrel longer than 30 cm (12 in), and a total length of the rifles as longer than 60 cm (24 in) and that does not fall under the classification of long-barrelled revolver or pistol. These are permitted in any caliber size as long as it doesn’t meet the definition of self-loading (semi-automatic) or pump action which are only permitted at a .22 rimfire caliber
What might surprise you is that under UK law is that you can own the following weaponry - with the correct licensing of course
- the M & P 15-22 which is based on the AR15,
- Heckler & Koch HK416
- Semi-automatic .22 Heckler & Koch MP5
- Ruger 10/22
- Beretta ARX 160
- as long as the Calibre is under .22 rimfire you can own a UZI.
So next time someone says the UK banned guns - we didn’t but we do strongly restrict and control who can own firearms and what firearms can be owned - and generally speaking culturally we don’t have the same affinity or interest in firearms as our American cousins

You missed out the Obsolete calibre guns (7.5mm Schmidt Rubin rifles for example) which requires no license to own

clearly explained video.....but what about the following....deactivated firearms, obsolete calibre, replica's, blank firing, airsoft, air rifles and pistols that are replicas of all different firearms including uzis…….these are all covered under more levels of laws, which can be very complicated and a minefield for buyers and sellers alike.

@@namestick6133 1889 can by disputed as 7.5x55 will fire in it. The gp90 has been obsolete since the 30s but gp11 is still available.

A small number of police (compared to the total population) killed more people without using any guns, than the whole population killed each other with guns.

Excellent video:). After several mass shootings in the UK several decades ago, the country did push tough regulation. Obviously when you outlaw guns, only the outlaws will have guns. Crime went up, and Joyce Malcolm wrote a book on the British experiment. But with increased police spending crime rates dropped. My only issue is that all sides in the gun debate have correct points to make. UK, especially London, has high levels of violent crime. Stop and search never works and only promotes racism. Perhaps a reduction in gun regulation is apt in the case of UK. Sorry I had to get into politics.

Remember that the 101 guns per 100 person figure is only including guns that the government actually knows about. We have way more.

@@johnnybobbony7800 There is reasonable population density in Switzerland compared to the US. One of the differences is they are super super wealthy, and they have all done military service. It is also REQUIRED by law that they keep them and - its changed somewhat but about 2,000 rounds of ammunition as well? I think it is very poor of you to try to equate crime to mental illness - mental illness is castigated enough.

It's a myth that the stricter gun control in more recent years is the sole reason the UK has low firearm homicide. It always has done. Look back at the firearm homicide rate before the laws were strict, it was still extremely low. It's a cultural thing.

@John Smith I guess you have never been into a suburb of basically any major city in the UK. I can gaurantee that if you asked a few people on street corners, someone would have connections that could get you a gun. It's sad but it's true

Honestly, very informative. While I personally disagree with many of the UK's laws surrounding firearms, I certainly appreciate that you cleared up many of the misconceptions surrounding the UK's strict firearm laws.

@@willdyer1720 Both, I believe. I’m not a huge fan of gun control, though I’m certainly in no mood to debate it online. The UK is positively one of the US’s greatest allies, and we’re extremely similar in many ways. Our laws and culture vary from theirs, especially in the way that we Americans have the right to bear arms. It’s not just a line, it’s what I believe. I feel more passionate about the firearms restrictions in the UK because of how similar their culture is to ours.

As an American i cannot wrap my mind around amything involving gun laws. I have lots of guns I go to work 7 days a week. I pay my taxes. I dont hurt anyone. (And keep in mind i have a spiky mohwak haircut,, my cars look like somthing out of the next mad max movie. And i do not go to church. But it confuses me. In states that have less restrictive gun laws. (Legally attaned firearms) There is less crime. Like....im a total punk rock fuck the systems type of guy. But i know any gun i buy will never EVER hurt an innocent person Guns are a tool used to protect the innocentamd also to protect from dangers foreign and domestic.....

What you will never experience is the public safety and the relaxed police in the UK. In the US the police and the public are mutually afraid of each other, because anyone can pull a gun in a second and kill someone. In the UK, this doesn't happen. The police doesn't need to be afraid of random members of the public murdering them with a firearm, so they can afford to be a lot more relaxed and friendly. Likewise, you have a lot less to fear in public spaces. You can run away from a guy with a knife. You can't run away from one with a gun. A guy with a knife can't kill you from across the street, etc. It's undeniable that the public not having access to guns is ultimately better for safety and a healthier public atmosphere...the problem is, once you end up with 101 guns per person it becomes impossible to ban them without a colossal wave of violence to follow.

@@jabloko992 you watch too much tv and are influenced by social media too much, the us is 40 times bigger than the Uk, what it’s like in one area is not like what it’s like in other areas, and what you see on the news is the worse areas they can find to get you to watch and fear. Where I live I never have to worry about being shot or stabbed to death, and generally all the cops are friendly, no one breaks into house (because they’d be shot if they did) and that’s the same for many, many places in the us, yeah if you go to the middle of Chicago you’re gonna get shot, but if you go to West Yorkshire you’re gonna end up dead all the same, it’ll just be from getting stabbed instead of shot, and where you can’t shoot or stab back. Even with all that said you do realize the number one use of guns isn’t crime prevention but government prevention right? So I can do what I want without some government bozo to say no, don’t need a tv license, don’t need permission to modify my car, don’t need permission to travel, can choose what car I want and etc. etc. etc. because if I couldn’t the government had to deal with the 101 guns per person

In 1774 England banned guns & gunpowder in the 13 American colonies. Attempted gun confiscation in April 1775 in the colony of Mass. started America's 8 year war for independence & England almost won that war in 1783!! So guns were banned on a national level in America's history, colonial history & this ended America's colonial history!!

It should be noted, the H&Ks and Uzi, are simply H&K and Uzi- shaped objects that fire 22LR. They aren't actually H&KS or Uzis.

@@theovaissie2480 en efecto, aqui en Mexico tenemos muy poca gente con armas legales y demasiados criminales con calibres .50 y cohetes, si pudieramos tener acceso simple (sin referirme al costo) de armas podriamos tener menos de 100 muertes por dia y pueblos haciendo sus milicias para defenderse de los narcos y mas que nada el gobierno en caso de injusticias

Just thought I'd mention that while surpressors (sometimes mistakenly called silencers) are legal in the UK (and in some areas actually encouraged to cut down on noise complaints) they are completely illegal in certain US States.

Yes. Theyre still possible to get in the U.S in most states, but you have to pay a 200 dollar tax stamp plus you have to wait months for the paperwork to go through since its a heavily restricted, and you have to pay the price for the suppressor itself too. So you'll basically be paying atleast 300 bucks for a suppressor. I'm sure you can get some under 100, but generally they won't be of good quality. They should be inexpensive, but are rather expensive since they have low demand and are heavily restricted. Fucking laws man.

there is a school shooting every 5 minutes in America on average, last school shooting in the UK was in the 80's, these gun laws are a blessing, we're just happy that we don't get shot when walking to the shops every day.

@@cessnacitation-x Last school schooting in Switzerland was never. Not one recorded school shooting on record. Last mass shooting was 2016 with 2 dead. One of them is the shooter himself. Strict gun laws are not the real solution. They do not solve the real structural issues at hand. Give the people responsibility for themselves, educate them and give them perspectives and they won't use guns for malicious reasons. If you can't trust your population with guns you've lost control. But the issue never begins with guns.

There have been several documentaries that have met with gangs in London. They took one reporter to a flat. The kid (circa 16/17) pulled a large cardboard box out from under his bed and showed it to be half full of assorted handguns. In another they were showing the reporter that they went armed daily with no apparent issues. Meanwhile we have ordinary people getting arrested for carrying a penknife or multi tool. Its idiocy!

It's a little more lax then uk laws but we have a bigger assortment of weapons we can own... can't be a criminal... need to be sane and you gotta do 2 exams one is theoretical and one practical where you have to show you are capable in manipulating a firearm

yea we got it good here in austria, have been almost identical with swizz laws until the (god fucking damn) EU banned high cap magazines and now we are limited to 20 rounds for Pistols and 10 rounds for rifles (you can easily obtain a special license for owning larger magazines though). You dont need a license for bolt action rifles and shotguns, license for semi auto rifles, pistols and shotguns costs like 500€ and you need to do a weapons safety course. If you want to own fully automatic rifles and pistols, you will need a special permit that is RATHER hard to get if you dont have any contacts. For obviouse reasons, the state dislikes giving away these special licenses to normal citizens (if you are a collector you can get it quite easily). Oh also open and conceald carry is legal with a carry license that you can optain rather easily.

Its very similar is switzerland too just that like almost every household here owns a gun.. a reason for that is because after the age of 18 men are obligated to join the army for a short period of time.. after the recruitment we get a gun license ( they do some mental checks, background checks etc too).. if passed we get a free rifle, gun.. depending on position snd licence u get munition too

This is like saying that the USA doesn't "ban" opiates. Obviously, with a prescription, almost any drug is legal. So next time someone says the UK banned guns, one probably shouldn't try to argue otherwise. The UK has effectively banned the ownership of guns, save for .22 calber rifles and some pistols, which are heavily regulated.

The argument that “less guns results in less gun crimes” is deceiving. When one compares the overall crime index, the UK and US as very similar (44-47). In contrast, countries with more relaxed gun laws like Norway, Finland, Switzerland and UAE enjoy lower crime index (34-15). Although it is also possible to find countries with strict gun laws and low crime, I.e. Japan, Taiwan (21-15), and countries with laxed gun laws and high crime index, I.e. Honduras (~76). Crime is affected by a lot more than just access to firearms.

Missed a couple of things like owning an obsolete caliber weapon (fully functioning), owning a handgun for humane despatch (e.g. Derringer type, and revolves with only two usable chambers in a cylinder). And Section 5 licence, where for a club/museum/armoury the ownership of typically prohibited firearms is allowed under certain conditions

Worth noting as it wasn't quite covered in the video: shotgun licencing is different from firearms licencing. Shotgun licences are available on a "will issue" basis, meaning they have to give you one unless there is a good reason not to. As in, the police have to prove you shouldn't receive a shotgun licence, whereas for firearms you have to prove to them that you should. Naturally, given the more lenient issuing, they have a stringent set of criteria for what meets the definition of a shotgun (which the video did go into a bit, e.g. the 2+1 restriction for shells). Great video!

@@noahjackl2240 it's the most common of shotguns here as most only have one for clay shooting or hunting. It's possible to get semi automatics. They come in the 2+1 configuration, but with permission, can be expanded. This means it's possible to own shotguns such as the typhoon f12 here with a drum mag ... and a suppressor if you wish.

Yeah it's just another .22RF as that's the only calibre legal in self loading rifles (mostly lr of course, but there's a few in wmr also). The only legal centrefire AR variants are straight pulls.

Another thing most people don't appreciate about the UK gun laws (and most of Europe) is that we are one of the few places where a silencer is seen as a positive thing by licensing authorities, especially where hunting is concerned. In fact in some EU states it is considered rude to shoot without a silencer... By contrast it is very difficult in some states in America and almost impossible in Australia to get one legally, even if mainly conducting pest control around livestock. Madness.

What has that got to do with gun laws? Anyone that lives in a country that has the rule of government, everyone that pays their taxes and generally follows the rule of law in that country has already traded their liberty for safety. Only somewhere truly chaotic, a place of no rules or laws, could you be at liberty to do as you please, I can't imagine it would be a top torist destination.

I can confidently say that I am free in this country. Sadly, this isn't the case in UK.

@@kokaito7913 feeling free and true unadulterated freedom are very different things entirely, of course you can do all those things you listed, but within the laws and regulations of that country, break those rules and you will soon lose your liberty. True unadulterated, unabashed freedom, freedom from all laws and regulation simply does not exist in the modern world. Those that think they can bypass or ignore the rules, usually end up in prison.

You can always look on the government website where they keep legislation. Alternatively, the key thing about self defence in the UK is all about reasonable force. If a guy comes to stab you and you shot him, causing him to be incapacitated, with your firearm (in your own home) that would be an appropriate response as a bullet would likely disable the attacker and you would have defended yourself. However if you were to go any further after injuring the assailant that would likely be a homicide offence. If the guy attempts to stab you and you shoot him and kill him straight away, with no chance of incapacitation, it is likely it will be classed as self defence as you expected an immenent threat and acted accordingly. If you want more information i'd suggest looking into "Private and Public defence law" Which is the UKs version of self defence. Keep in mind you would have to meet the criteria identified in the video to even own a firearm, and im not sure what the laws are on carrying the weapon outside of your home.

A friend of a friend had a gun and he wasn't home yet when the inspector arrived so the inspector asked the mans mother where the spare key to the gun cabinet was and she gave the answer and that man wasn't about to keep the gun because you should be the only person who knows where the keys are or has access to them.

Corrections.... Pistols may be permitted for humane dispatch, by hunters or farmers. Antique pistols may be owned if they are collectable etc. But must be stored and used at an approved range. You can't keep them at home (other than some restricted cases). There is no need to demonstrate a 'good reason' to gain a shotgun certificate (to own shotguns that are classed as a section 2 of the firearms act. Basically min 24" barrel and no more than 3 shots on the gun). Antique guns, including pistols may be posessed as curios/collectibles. As long as there is no intention to shoot them. Which included not posessing ammunition or even spent/empty cartridge cases. And they must be of a calibre that is recognised as being obsolete. Lots more special cases, but that's the basics.

The population of the UK is over 66 million (@1:04). It's the population of England that is 56 million. That's a fairly basic error to make. Another even bigger mistake is the considerable overstatement of gun related homicides in the UK. Whilst it's correct that there are about 60 gun-related deaths per year in the UK only about half of those (about 30 a year) are homicides. The rest are suicides with the odd accidental shooting as well.

@@AdamExplains The same breakdown can be made in the USA. "Only" about a third of gun deaths are homicides, but this still amounts to about 10,000 a year. Most of the rest are suicides. However, even accidental gun deaths in the USA, running at around 1,000, are some 20 times more than all gun deaths in the UK. (Adjusted for population that would be about 4 times higher than all UK gun deaths.) The sheer scale of US gun ownership is reflected in the sheer scale of gun deaths of all causes. I wouldn't be surprised if US gun deaths in a single year outweigh all British civil gun deaths throughout recorded history!

If gun deaths are related to the number of guns held one would expect Czech per capita deaths to be at least ten times lower than in the USA - and they are. By contrast, the UK, which has strict gun control and 6.5 times the population of the Czech Republic, has only about the same total as Czech gun deaths. In other words, someone is about 6-7 times as likely to die of gunshot in the Czech Republic as in the UK. A US citizen is about 200 times as likely to die of gunshot wounds as a Briton. Why is the Czech Republic much better than the USA? Certainly because it only has a tenth of the weapons per capita of the USA and probably because a far higher proportion of them are registered. Sure you can kill with "a rock from a park if you want to", but it is much harder work than shooting someone and have you ever heard of "suicide-by-rock"?

just one small correction, you mention that you need to provide good reason for owning a firearm, whilst this is required for section 1 firearms (rifles) technically you do not need a good reason to own a section 2 (shotgun with a capacity of 3 or less, 2+1 semi autos/pumps or double barrels). although it looks better on an application it is not a legal requirement

It is in certain places, if police don't think you have a good reason to own a shotgun and may be a threat to public safety, like if you lived in the center of london then they might decline it. I always had heard "It's every englishman's right to own a shotgun and they cannot decline you unless you have a criminal record" and while shotgun licenses are much more lenient that firearms certificates you still do need a valid reason other than just "i want one". for instance a sure fire reason where i live, in the country is just "Vermin control". but in a city thats not a reason as you can't just go blasting city life with a 12g :P

Great video and 100% accurate on our current firearms laws, which is refreshing! Also (in response to 4:45) I think that maybe as a whole we don't have the same relationship with firearms as the US but if you visit a shooting club pretty much everyone there loves everything about firearms and shooting sports! If anyone is interested in getting into shooting sports in the U.K. please look for your local target shooting club and join, you won't regret it because it is great fun and the shooting community is great!

Very good video. I lived in England while with the USAF near Bury St. Edmunds and some local farmers had shotguns and .22 rifles for pest control (rabbits, etc). They would regularly shoot them on their property abutting the base. In addition, my first encounter with any British Police was asking two armed officers at Heathrow Airport directions to the coaches for my trip out into the countryside.

yeah gun ownership is relatively common in the country side here in the U.K. It's only in cities where you don't really see people with firearms unless it's armed police or military. There is also a huge cultural difference between city and country folks, and when people from the city visit the country side and they see a deer stalker walking around with a 308 rifle it terrifies them lol

This was really neat to learn. Here in NZ if you want a pistol you have to have a membership to a pistol club. Still have to have lessons then sit a gun licence exam at the local police office too, Then they have to certify your gun and ammo storage (box, locker etc).

Regarding the 2+1 capacity for Section 2 shotguns, that's not strictly true; the only limit defined in the legislation is a fixed magazine capacity of 2, which will normally given you a total of 3 if you also have one in the chamber. Total gun capacity isn't defined at all so for example if you have a semi auto shotgun that allows a shell to also be floated on the carrier, you have a 2+2 which is perfectly legal as still only 2 in the mag. Otherwise and barring a few other slight anomalies (mostly due to bizarre and downright contradictory elements in the legislation itself) this is a really well researched and presented video, especially considering it's only 5 minutes long. Well done.

You can own pretty much any rifle in the UK even stuff like .50 BMG rifles, FAL's and AR-15's. But they MUST be straight pull meaning they have no gas system or another ability to self load. And you have to belong to a club that has the range to support these weapons.

Fun fact, gun ownership in the UK actually is a right. You are by right allowed to own a shotgun without reason, the police have to have a reason for you to not be allowed one to deny a license. This is to stop people using the Bill Of Rights in a court of law against the government. Pistols also aren't banned, they're just more heavily restricted. If you are collector you can own basically any pistol you want, it can't however be used for target shooting. If kept at home it must stay at your address however if you want to shoot it then it has to stay at an approved shooting range like Bisley

Guns are not an easy thing to legislate, because any rule you make will eventually be skirted around by gun manufacturers. Its like the debate from a few years ago where one company made a device to fire semi auto guns as fast as an automatic - it complies to the letter, but not the intention of the law.
