The "creature" "swimming" up river is not moving forward. There are ice chuncks flowing by it down river, but look at the shadow of the bridge that he's standing on near it's "head"... It's not moving upriver. Much more likely a rope/chain anchored to the bottom with segments of ice having been formed past the snag. And the ice formed on the additional line after the snag that was closer to the surface which now floats like all ice does. Due to the front being snagged on the bottom, the ice chunks floating are pivoting back and forth as it "waves" due to the drag created by the ice which formed behind where it's anchored to the bottom. The movement seen is not due to a monster expending all that energy to simply maintain a perfect speed to stay perfectly in the same place, but rather ice formed onto a snagged/anchored line pivioting back and forth in the current.

They're lampreys, rarely caught or seen is BS, they've had been eaten for centuries, were a huge delicacy in medieval England .
