Just assume the sky is a thermal camera and act accordingly. You are under enemy surveillance at all times, and you need good IR clothing to stand a chance of going undetected in the open. I'd personally use drones only from a safe location with multiple launch spots. Heck, automate carrying the drones out to launch spots with other land based drones, so human flesh isn't ever presented as a viable target to the enemy. That's the future, no more tanks with human crew, everything will be anti drone defences, human safety measures, whilst offense will powerful drones in large quantities. Any human army that has to fight what drones are fast becoming, will stand no chance at all. You'd either need some form of electromagnetic weaponry, or drones of your own.

The most expensive portion is the LiDAR. You could replace the LiDAR with a stereo (3D) camera and dramatically reduce the cost (you can get a good 3D camera for around $300USD). You can buy all the stepper motors of of sites like AliBaba or Octopart super cheap. The battery is just regular Lithium cells (you could use an eBike/scooter or even EV car version). Then, the second most expensive part is a computer that can process the Point Cloud from the 3D imaging (either LiDar or stereo cam). A decent small dev board with an Intel/AMD processor (or better something like a dev board with an lowend nVIDIA GPU) would work. You can get those for $200USD to $400USD. As for the robot body etc, that is just basic machining of Aluminum or Steel stock. It would be helpful to have a decent GPS/GLONASS receiver, but not absolutely necessary. If you didn't have to pay for labor or software licenses, you could probably build one for about $600USD - $700USD, especially if you were doing large quantities.

Tactical recon is IMO the most likely role these dogs, at least at first. That could be both out of sight of accompanying (human) infantry or under cover of friendly weapons. I can imagine russian troops hiding or leaving if they see one of these bots due to ukrainians providing covering fire for their dog. There have apparently been cases in Iraq of US troops showing up at a repair depot with a box, asking if their shot up packbot the packbot is fixable. The US troops appreciated the packbots' taking hostile fire and provided (accurate) covering fire. In terms of explosives, one thing that could be added is a powered mount (pan/tilt) with a camera and an explosively formed projectile warhead. This would turn the dog into a mobile command detonated off route antivehicle mine as long as the battery holds out.
