What does he mean by a victory plan? Nobody wins a war. There must be an immediate ceasefire and a dialogue should start. That is the need of the hour and not a victory plan. US should steer clear of his victory plan and stop all aid unless he sits down and talks with Putin. The same thing applies to Putin. It is not just permission. Long range requires use of american navigational statelite and technicians. Ukraine doesn't need permission if they can do it themselves, and they would have done it, the problem is they need direct american involvement.
