Litterally Blizzard created Warcraft and Starcraft as ripoffs of Warhammer fantasy and 40k. Originally they brought the rights for make games based on them, but later GW revoked the license for some disagreements

Space marine 3 should definitely have Dark Eldar and Chaos pop up at some point.... Edit: Before anyone starts off with 'oh Chaos is in all of the space marine games!', I know. I mean together, maybe not same team, but definitely unintentionally helping each other out.

No, the imperium is huge and every planet has to provide armies and so on. The Cadians and the Krieg soldiers are just especially known for their bravery and loyalty. The Cadians are from the planet Cadia which was one of the most important planets as it bordered the eye of terror from which the Chaos and their minions poured out. Cadia was the first and most important line of defense. It was destroyed recently by an Attack of Abbaddon who used his ship to destroy the planet. This was is last resort as he wasnt able to take over the planet. The remaining Cadian soldiers are still fighting on different planets and serving the Imperium of Mankind and the emperor.
