Umar Arteh of Somalia Speaks About His Mediation Efforts in the Uganda-Tanzania Dispute | Sept. 1972

"Somali Foreign Minister Omar Arteh, who is trying to mediate in the Tanzania-Uganda dispute, arrived in Nairobi, Kenya (on) Tuesday, 26 September after holding talks with Uganda's President Idi Amin.
Mr. Arteh has been hurrying between Kampala and Dar es Salaam for the past week in an attempt to have President Amin and President Nyerere agree to the peace plan drawn up by President Barre of Somalia.
At the airport Mr. Arteh talked to newsmen and indicated that he felt that a peace settlement would be reached before Uganda and Tanzania had been disputing for more than two weeks."
Transcript of Arte's remarks:
"Our peace formula is still confidential and cannot be disclosed at the moment. However, it is tantamount to removing causes of tension between Tanzania and Uganda, and ultimately arriving at an amicable settlement of all their problems. I might add, at this juncture, that there are remnants of the invading forces in the territory of Uganda and they would be well advised if they retreat immediately for their own interests and in the interests of Africa. In conclusion, I may say in passing that by the time this settlement plan is put await effect, the whole conflict will have been short-lived -- about two weeks only. May God guide all parties concerned with this light of wisdom."
