for those already installed pfsense 2.7.2 should run this command pkg-static install -fy pkg pfSense-repo pfSense-upgrade after finish its will work normally

No Joy. pkg(8) is already install. Forcing reinstallation through pkg(7).The package management tool is not yet installed on your system. Please set ASSUME_ALWAYS_YES=yes environment variable to be able to bootstrap in non-interactive (stdin not being a tty) Error received after running the env command.

@@zombeatzmedia6101 I believe my issue is with the package url's. None of the above worked. I'll download an earlier version than 2.7.2. Hopefully the url is correct. Thanks anyway.

I'm glad I was able to help, I didn't even know it was a thing until I was trying to find a Pi-Hole alternative... took me way to long to find how how to fix it, and all of the youtube videos didn't help me out either.
