Of those 64 elected councillors, one will be responsible for the area in which the rubbish is dumped. If you contact him/her about it the they will deal with it. That's what they're there for, among other things. It helps if you know how the system works.

I went into my local city council offices a few weeks ago, first time for a number of years. Oh how things have changed. There are no actual people to speak to except the reception. Everything has to be done online or over the phone, it's ridiculous.
