Yes the particular bird on the diadem is an eagle you can tell by the feathers as well as the beak it has that bent downwards typical of eagles. Where a Ravens beak would be nice and straight.

I have the 2023 version. It has a muslin bag. The diadem was packed in the same black tissue and bubble warp, and packaged inside a muslin bag in the box. I’m a Ravenclaw and so happy to get it.

Diadems are more meant for the forehead so you aren't wrong. It's a loot bigger than I expected but very pretty.
