Starlink has recently introduced a new fee for people doing this: SpaceX has implemented a new strategy to address the issue of unauthorized Starlink dish resales, introducing an “outside region fee” that could significantly impact the product’s final cost. This move aims to maintain control over the distribution and use of Starlink’s satellite internet service across different markets. The newly introduced fee, ranging from $200 to $300, applies to Starlink dishes activated in regions different from their original point of sale. SpaceX has quietly added this information to their customer support page on Starlink.com, alerting potential buyers to the additional cost they may incur if purchasing from unauthorized sources. From: gearmusk.com/2024/08/23/starlink-introduces-outside-region-fee/ I do wonder if you Activate it and then move and tell them you are moving if that would change anything. Technically you can just pay the fee and continue using it

Since the one that worked is 20V and the other one that didn't is 12V, I would try selecting 20V on the Farsense cable and see if that works. Since the Starlink mini is supposed to accept 12- 48V, you might get it running on 15V as well.
