Understanding what local councils do

Have you ever wondered what your local district, borough or city council does compared to the county council? Do you understand where your council tax goes and what it's spent on? Have you questioned what a parish-tier council is responsible for?
It can get confusing because the levels of local government and different councils can overlap in the services that they offer. This video has been made by Chelmsford City Council to explain what the city council is responsible for in comparison to Essex County Council and the local parish councils.
Chelmsford is part of a three-tier democratic system which means there are three levels of councils all with different responsibilities for services in the city. This video explains what services Chelmsford City Council looks after.
