display shows salt level of 4800 ppm. doesn't change even if we get substantial amounts of rain. no light on the display for "high salt level". issue?

My hayward Salt system is driving me crazy. It looks like its working but the current reads 0.00 and the instant chlorine reads oooo I turn the system off than to super chlorinate and I hear a click and eveything seems to be fine for a little while then again it shuts down. I just put a new T-15 on and set the system for a T-15
