They chose brock cause at the time, Reigns was still climbing the ladder, he wasnt at the top with all the legends like Cena or The Rock or anything yet. While yes brock didnt need the win, at the time he was the only one who seemed like he could actually legitimately end the streak. He was plowing through every opponent he got, demolishing every main event he starred in, it was just obvious that if ANYONE on the roster was gonna end it, it was The Beast
