Is the expedition not supposed to be a free 4th action? It seemed like you pay 1 and get a bonus but then instead took a 2nd action regular? I think it is 7:00 it explain a card but the effect isn't used?

He played a green card in a green action slot... he then performed the action of the slot he choose (advancing twice in the council), then he activated the green card he played that is an immediate action of paying 1 credit to trigger any other action on the board that isn't blocked, he choose the orange action to get 2 Science... don't see anything wrong in that play

at 17:48 he should have drawn another card after completing his action for that turn.
