I have not been to Bulacan either and what I can remember is buying some sweets from a store in Laloma called Bulacan Sweets btw those pets are cheap compared to here (75 to 90% difference).

Being a dog lover it breaks my heart to see all these dogs and cats crammed into cages like that. But hey...I do understand that people have to make a living. Just wish they were a little more humane about it.
