It's not, the original melody is based around a German tune but was changed in tempo and key for a British music hall operetta. This happened during the Jacobean rebellion. Most songs which use the tune have come about due to the sheer popularity of the song since adoption as the British Royal Anthem (Bear in mind that the UK has no national anthem [while scotland and wales have unofficial national anthems] and the Royal Anthem is used in lieu of one).
