Icc does not want tradition and market to be mixed like fifa wc they want it seprate like rugby wc and rugby sevens . Thats why if you see then in 2016 there were 10 teams and in 2020 there are 12 teams in the final round though teams are 16 only but thats progress

Now ICC Is Planning To Make ICC Tournaments every year and for t20 wc they are planning to give to smaller countries ( america windies south africa pakistan bangladesh sri lanka zimbabwe ) instead of big 3 ( India Australia England ) and for odi wc they are planning to add some other countries like south africa and windies. And if Windies host it America will co host the tournament. Only for champions trophy big 3 will be used. Oh It Happened
