IF you watch the video really closely you can actually see that he didnt get the double cast power and actually just layered an exact copy of the few moments when he casts the spell and just copies and plays it after.

He does it because things tend to shift around and sometimes even bug out if you cast too many things at once. There was a constructed video a month or two ago where he had a random spell added to his hand that he didn't expect, and he went to complete lethal and instead played the card next to it
