Best time is to wait for the ipo listing, observe the price and observe how market reacts to the price!!! Let the price settle and once you find the value catch on to it!! Example motilal oswal bough jio fin on 5th day of LC after listing, Motilal oswal bought zomato 2yrs after its listing when it was fairly valued!!

Company itself goes public, so that angels and series investors get an exit and make profit. Common man can't do this, price will be yet to be decided and will be in a bandwidth, before it goes ipo, it is a process...
