Those two buttons on the side of that radio both of them are push to talk button if you're receiving two channels at the same time on the upper and lower the top button is for your top channel for your lower channel PTT button for your lower channel.

I'm a police dispatcher and can tell you that the clear to talk beep made a world of difference for our agency. It's a layer of idiot proofing for people that don't put any effort into radio traffic. That said I never use it on my personal lol
