It is not possible to change the character and morality of judges without judicial code. What are the parameters for them, how they change themselves. Judicial code is only the standard measure for that. So, it is hypothetical question.

Yelling and shouting in the houses of parliament should be considered seriously. The people who disrupt the functioning of houses should be stopped paying daily allowance. Further, if the attendance is less than 70%, their membership should be scrapped by the speaker. The elected representatives must work as per the rules of conduct. If, rules are not there, they should be framed.

Mr Harish Salve must speak on why Allahabad High Court which is the biggest High Court in the world has only one High Court Bench at Lucknow so close to Allahabad where High Court itself is located and UP Bar Council has maximum Bar Council members in the world and still only one High Court Bench created 76 years ago so close to Allahabad and nowhere else and West UP which owes for majority of pending cases of UP has not even a single HC Bench and why when Justice Jaswant Singh Commission headed by former Supreme Court Judge appointed by Centre itself recommended maximum High Court Benches for undivided UP yet not one created and Maharashtra which already had multiple HC Benches one more created at Aurangabad in Maharashtra which is home State of Mr Harish Salve and former CJI Retd Dr Dhananjaya Yashwant Chandrachud in whose tenure as Chief Justice of Allahabad High Court lawyers of 30 districts of West UP went on strike for 6 months just like in 2001 apart from strike every Saturday since May 2001 till date still why can't a High Court Bench be ever created in West UP? Commenting must be done away with by judges by in their place ask for clarity with properly worded questions, just like the judges expect the pettitioners, respondents and their advocates, with proper respect to one and all.

Do these people shouting inside the parliament realise that their children are watching what’s happening there? Can’t the Speaker throw out anyone who resorts to shouting while a debate is happening. As a kid I was taught that “if you shout you have lost the argument”. For Congress now to say that something should happen now is easy. Why did they not do whatever they want the present government to do when they were in power? Congress is loosing the battle of perceptions. They know it and they are now behaving like an insolent kid who wants what he knows he can’t get. Their tantrums are so juvenile.
