Unreal Engine 5.3 Can't Move Actor Viewport X Y Z Arrow Fix Turn on Enable Snap Layers in settings

Can't move actor in unreal engine 5.3, cine camera for this example. Mouse clicking on either x y or z does nothing. The transform options move the object, bug or user error?
Project settings: Search "Layer Snapping" check the box "Enable Snap Layers".
