it's a speed "cut off", more like a speed curve, where the direction and amount (how many degrees) change on the speed, i think about 30 to 40mph the rear stop steering and start to change the direction

I think it is meant to be crab walk. Because crabs walk sideways from the way they are facing, so in crab-mode, it allows you to move your car sideways a lot easier.
